Shipwrecks really lights up around mid-tide, specifically from 0.8m rising to 2.0m on a solid S swell. Don't bother on super low tides below 0.5m; it gets too shallow over the reef and can be pretty sketchy, especially during the wet season (Nov-Mar).

From Jungutbatu, you'll need a local boat. Expect to pay around IDR 50k-75k for a return trip, which usually takes about 5 minutes to motor out to the break. Most boat drivers hang out near the main beach and are easy to flag down.
